Functions of the Code Enforcement Division
This publication
is an effort to enhance the understanding and cooperation between the
Code Enforcement Division and the citizens of Orange County. Thank you
for your support in helping us to make Orange County a pleasant environment
in which to live, work and play.
The following
violations are those which have been shown to be of greatest concern,
over the years:
Abandoned
or, Disabled Vehicles
Within
any residential or agrculturally zoned district, vehicles which are
abandoned. disabled or in an evident state of disuse may not remain
in open view. These vehicles may have vegetation underneath which has
grown as high as the vehicle body, may be being used solely for storage
purposes, may have major parts missing, or may be dismantled, wrecked
or otherwise not driveable. These vehicles must be repaired, removed
from the property, parked within a completely enclosed garage or covered
with a fitted automobile cover and parked within a carport. Violations
that are not corrected, after notification from the County. will be
removed by a County contracted wrecker, at the direction of the Code
Enforcement Division staff.
Lot Cleaning
Lot cleaning
violations Include accumulations of junk and debris such as paper. lumber.
concrete rubble, household furnishings, appliances, dismantled machinery,
tires or rusted metal of any kind on residential or commercial property.
Violations also include the excessive growth of grass and weeds (18-inches
or more in height), improper compost bins or wood piles. Violations
which are not corrected, after notification, will be cleaned by a County
contractor and an assessment will be made against the property for the
cost of cleaning.
Recreational
Vehicles on Residential Lots
Unoccupied
recreational vehicles may be: stored within any residential
district, after the owner obtains a permit for the placement
from the County. After permitting, the vehicle may be stored
within the rear half of a lot, but must be parked at least 10
ft. from a side property line and at least 5 ft. from a rear
property line,
Garage
Sales
Garage.
yard, shed or other type sales are allowed in residential zoning districts.
It is necessary to obtain a permit for garage sales, and display the
permit at the site of the sale. One sale is allowed on any single parcel
of land every six months. Signs used in connection with garage sales
must not exceed four square feet in area and must not be placed on public
property or within public rights-of-way and shall be removed immediately
at the conclusion of the sale. A garage sale permit can be obtained
either in person or by mail.
Signs
Private
signs may never be placed within public rights-of-way or upon any public
property. Signs may be removed without warning by County workers and
those placing such signs are subject to fines.
Construction
Without Zoning Approval and Building Permit
No building
or structure may be erected, altered or enlarged without first obtaining
the necessary story building permit and approval by the Zoning Division.
This requirement pertains to all structures, including fences, sheds
and" accessory buildings.
Land
Uses Within Zoning Districts
All zoning
districts have specific: land. uses. which are either permitted, prohibited,
or may only be allowed following a public hearing and subsequent approval
by a review board. The, use of any land-. change of use or increase
in intensity of the use must have prior approval from the Zoning Division.
Minimum
Housing Standards
Property
owners must ensure that buildings and structures are maintained in a
safe and sanitary condition. Regulates structural soundness; cooking,
sleeping and heating facilities; plumbing, electrical systems, fire
hazards and ventilation.
